Soldiers and police told they are “automatically” enrolled in the M23 group.

This film shows M23 rebels establishing their authority in the east Congolese city of Goma, a day after they entered it unopposed on November 20.

The footage was shot by Uhaki News, an IWPR project in the Democratic Republic of Congo, DRC.

At a public meeting, rebel spokesman Colonel Vianney Kazarama said, "All members of FARDC [DRC’s army] and police officers who have remained in the city automatically become member of M23.”

Kazarama said members of the security forces would be “recycled” so they could work with the rebels, but told them, "Don’t worry – we are your brothers.'

Meanwhile, another M23 spokesman, Bertin Bisimwa, urged local journalists to “be responsible” and always seek comment from the rebels.
